Buying Operations Software in Taiwan: A Straight Guide

Ask whether tax mechanism is a property of the country or of your business. Most systems answer "country" — and in Taiwan that answer produces two firms with identical records and opposite accounts.

Taiwanese software evaluations tend to be thorough on the operational side and thin on one specific accounting question, because the question does not arise in most countries. These five can be answered in a trial account or in one meeting, and each has a structural answer rather than a story.

Ours are beside each. Two are bad, and one of those two matters only to a particular sector — which we would rather say than imply it affects everybody.

1. Is tax mechanism a property of the country or of the business?

The question this market exists to teach. Taiwan's Business Tax Act runs two regimes: most businesses get an input credit, financial businesses under article 11 are taxed on gross receipts and get none. If a system records mechanism per country, it cannot describe both.

Our answer

Per country. Our profile records one mechanism for Taiwan and it is the value-added one, which is right for most Taiwanese businesses and wrong for a whole sector. A mechanism that can differ by business is on our list with a specification and a price.

2. What does the system store about tax on a purchase?

Record a purchase with tax on it, then look at what was stored — the record, not the screen. Ask specifically what says whether that tax is recoverable.

Our answer

An amount, and nothing else. No rate, and no recoverability classification — so the figure can be totalled and not recomputed, and its meaning lives in whichever account a bookkeeper posted it to. Purchase orders carry no tax at all, which is separate and smaller: an order is a commitment, and tax becomes real when the expense does.

3. Would the vendor infer your regime from your industry?

A trick question, and the answer you want is no. A rule guessing mechanism from a business category would be right most of the time — and every failure would be silent, would land in the accounts rather than on a document, and would be found by an auditor rather than an error message.

Our answer

We would decline to. It should be recorded because somebody determined it, with a date on when. If a vendor offers to work it out for you, ask what happens when the guess is wrong and who carries it.

4. Can you trace a batch backwards from a finished shipment?

Nothing to do with tax, and the thing most likely to matter to a Taiwanese manufacturer in month eighteen. Pick a delivery, find which incoming batches it consumed, and see whether the answer is a query or an afternoon.

Our answer

Yes, in both directions from any point. Lot and serial history is held against stock movements rather than reconstructed from paperwork, and it survives the staff who recorded it. This is one of the things we are genuinely good at.

5. Does a [quality hold](/glossary/quality-hold) actually stop a shipment?

The difference between a control and a note. Ask whether held stock is merely flagged for someone to notice, or genuinely unavailable to pick. In a supply base where the cost of shipping a suspect batch is a recall, that distinction is the whole feature.

Our answer

Held stock is not available to pick. It is a control rather than an annotation, which is what makes it worth having.

One question for your adviser instead

Which regime your business falls under. It turns on what you actually do, it has real consequences in your accounts, and it is not a question a software vendor should answer — a vendor who does is taking on a liability it cannot carry. Get it from a professional, then ask the vendor whether the system can record it along with the date it was determined.

A note on the rate, so nobody wastes an afternoon

Taiwan's business tax rate is 5% and the Act does not contain that figure. Article 10 sets a band and leaves the operative rate to the executive, which has left it at the bottom of the band since 1988. If somebody on your team checks the rate against the legislation and reports that the reference data is wrong, this is why — the reference is right and the statute simply does not carry a number.

Which is a decent summary of the whole market, really. The number everybody checks has not moved in nearly forty years. The mechanism nobody asks about is the thing that decides what your accounts say.
