School Transport: Buses, Fuel & the Service History Nobody Has

School buses are the most expensive assets most schools own, the most heavily used, and the least documented. Fuel that cannot be reconciled, a service history that lives in the driver's memory, and a trip log that only exists when something goes wrong.

A school with three buses is running a small transport business alongside an education institution, usually without noticing. The vehicles cost several million shillings, consume fuel continuously, need servicing on a schedule nobody maintains, carry children, and are managed by one person who also does four other jobs.

The cost is real and largely unmeasured. Most schools can say what they spent on fuel last term and very few can say what a single bus costs to run — which is the number that decides whether the transport fee covers the service, whether an old vehicle should be replaced, and whether the fuel figure makes sense at all.

Fuel is cash, and it should be reconciled like cash

The single largest controllable transport cost in a Kenyan school is fuel, and it is typically managed as a series of authorised purchases rather than as a stock that is issued and consumed. That difference is the whole problem: nobody reconciles a purchase, but everybody reconciles a stock.

The discipline that works is the same one used for a till. Record what went into which vehicle, on what date, at what odometer reading, authorised by whom. Then the consumption rate per vehicle becomes computable, and a rate that moves is a question.

Illustrative. Note that no single fuel purchase looked wrong, every one was authorised, and the total was in line with the term budget. The discrepancy only exists as a rate, and the rate only exists if somebody wrote down the odometer at the pump. That one field is the difference between a fuel record and a fuel control.

A dropping rate has several innocent explanations — a worn engine, more traffic, additional short trips, a heavier load — and one that is not innocent. The point is not to accuse but to make the question askable while the month is still recent. The general treatment is in fleet and fuel control.

No single fuel purchase ever looks wrong. The discrepancy exists only as a rate, and the rate exists only if somebody wrote the odometer down at the pump.

Each bus is an asset with a history

Treating a bus as a registered asset rather than as a vehicle the school happens to own changes what you can answer. Its service events are recorded movements, its custody is a named driver, its condition is a field rather than an impression, and its costs accumulate somewhere you can read.

Two limits worth stating plainly. There is no preventive-maintenance scheduler — service intervals and inspection renewal dates are not tracked or reminded, so the school calendar has to carry them. And there is no telematics or GPS tracking of vehicles in motion; location capture exists on asset movements, not as live vehicle tracking. What a trip should leave behind

Most schools log trips only when something happens. A light standing record — even a paper one, entered weekly — makes several recurring questions answerable, and it costs a driver about a minute per journey.

  1. Date, vehicle, driver, purpose

    Routine run, sports fixture, trip, staff errand. The mix is usually a surprise: schools consistently underestimate how much of their transport cost is non-routine.

  2. Odometer out and back

    This is the field that makes fuel reconciliation possible, and it is the one most often skipped because it feels bureaucratic. It is the whole control.

  3. Passengers or purpose reference

    Which class, which fixture, which department requested it. Non-routine trips should be attributable to whoever asked for them.

  4. Anything unusual

    A noise, a warning light, a near miss. Reported at the time it is a maintenance input; reported after a breakdown it is a regret.

Non-routine trips are where the cost hides

The daily route is planned, budgeted and roughly constant. Sports fixtures, staff errands, market runs and unplanned trips are none of those things, and in many schools they consume a surprising share of the fuel. You cannot manage that share until it is attributable to a requester.

Does the transport fee cover the service?

Most schools set a transport fee by reference to what other schools charge and to what parents will accept, then discover at some point that the service loses money. The calculation that answers it is not complicated, but it needs the cost side to exist.

Per term, per vehicle: fuel, driver and assistant costs, servicing and repairs, insurance and licensing, plus a provision for eventual replacement. Against that, the transport fees collected from the children who actually use it. The replacement provision is the line everyone omits, and it is the reason schools are periodically surprised by a bus purchase they had eight years to anticipate.

The uncomfortable finding, when schools first run this, is usually that the route with the fewest children is heavily subsidised by everyone else. That is a legitimate choice — many schools decide to keep it — but it should be a decision rather than an accident.

For a school with three or four vehicles, the gaps above are all manageable with a calendar and a clipboard. For a fleet of fifteen with route monitoring obligations, you want a dedicated fleet system and this becomes the cost and asset layer beneath it.

Record the odometer at every fuel issue — that one field turns fuel from an unverifiable cost into a rate you can question. Register each bus as an asset with a named driver, keep service events on the vehicle, and put inspection and service dates in the school calendar, because nothing will remind you. How do we know whether fuel is being taken?

By tracking consumption as a rate rather than as a cost. Record the odometer at every fuel issue, and each vehicle develops an established kilometres-per-litre figure over a few months. A rate that drops is a question with several innocent answers — a worn engine, heavier traffic, more short trips — and one that is not. Without the odometer field there is no rate, and without a rate every individual purchase looks perfectly reasonable, because it is.

Does the system remind us when a bus is due for service or inspection?

No — there is no preventive-maintenance scheduling and no licence or inspection expiry reminder, which for a vehicle carrying children is a gap you must close elsewhere. Put service intervals and renewal dates in whatever calendar the school actually reads, and use the register for what it does well: recording every service event as it happens so the history is retrievable at the roadside.

Can we track where the buses are?

Not live. Location can be captured on asset movements, but that is not route monitoring or telematics, and if live tracking is what parents or your board expect then a dedicated tracking product is what you need. The register's contribution is history and accountability — who had the vehicle, what was done to it, what it has cost — which is the part most schools are missing entirely.

What should a school charge for transport?

Whatever the market bears, but the figure you should know first is your cost per vehicle per term: fuel, driver and assistant, servicing and repairs, insurance and licensing, plus a provision for eventual replacement. That last line is almost universally omitted, which is why bus purchases feel like emergencies after eight predictable years. Run the calculation per route and expect to find that your smallest route is subsidised by everyone else — that can be a deliberate choice, but it should be a choice.

Is a paper trip log good enough?

Yes, provided it is entered somewhere weekly rather than accumulating in a vehicle. Date, vehicle, driver, purpose, odometer out and back, and anything unusual noticed — about a minute per journey. There is no built-in trip log module, so this stays a form you maintain, and the discipline is the weekly entry rather than the format. What it will show you first is how much of your transport cost is non-routine, which in most schools is considerably more than anyone expects.
