A work order instructs production to make a given quantity by a given date, consuming components per the bill of materials and following a defined routing. It is the manufacturing equivalent of a purchase order.
It is also the cost container: materials issued, labour booked and overhead applied all attach to the work order, which is what makes actual unit cost comparable to standard.
