Conflict of Interest

A personal interest that could improperly influence a buying decision.

A conflict of interest exists where someone involved in a purchase has a private interest in the outcome — ownership, family connection, employment or gifts from a bidder. It may be actual, potential or merely perceived.

The control is declaration and recusal, recorded before evaluation begins. Disclosed conflicts are manageable; undisclosed ones invalidate awards and end careers.
