Bid Evaluationnoun

Scoring supplier submissions against agreed criteria to select a winner.

Bid evaluation applies pre-agreed criteria and weights to each submission, usually in stages: compliance check, technical scoring, then commercial comparison of only the technically acceptable bids.

The discipline that matters is fixing the criteria and weights before bids are opened. Adjusting them afterwards — however reasonable it feels — is the single most common ground for a challenge.

How it is calculated

Total score = Σ (Criterion score × Criterion weight)

Weights are published with the tender and cannot change after opening.
