Framework Agreement
A pre-negotiated agreement suppliers are called off from as needs arise.
A framework fixes terms, rates and conditions with one or more suppliers for a period, without committing to volumes. Individual purchases are then made as call-offs against those agreed terms.
Frameworks collapse the lead time on repeat buying: the competitive work is done once, and each subsequent order is administrative. They are widely used across public and NGO procurement.
